    The Committee on Foreign Relations, having had under 
consideration the bill S. 2577, to require the Secretary of 
State to offer rewards totaling up to $5,000,000 for 
information on the kidnapping and murder of Naftali Fraenkel, a 
dual United States-Israeli citizen, that began on June 12, 
2014, reports favorably thereon without amendment and 
recommends that the bill do pass.

                               I. PURPOSE

    The purpose of S. 2577 is to require the Secretary of State 
to offer rewards totaling up to $5,000,000 for information 
leading to the arrest or conviction of any individual 
responsible for the kidnapping and murder of Naftali Fraenkel, 
a dual United States-Israeli citizen.

                          II. COMMITTEE ACTION

    S. 2577 was introduced on July 9, 2014, by Senator Ted 
Cruz. On July 16, 2014, the committee considered S. 2577 and 
ordered it reported favorably by voice vote.

                            III. DISCUSSION

    A section-by-section discussion of the legislation follows.
    Section 1(a) authorizes the Secretary of State to offer 
rewards, in accordance with the Rewards for Justice program 
pursuant to section 36(b) of the State Department Basic 
Authorities Act of 1956 (22 U.S.C. 2708(b)), to any individual 
who furnishes information leading to the arrest or conviction 
in any country of any individual for committing, conspiring, or 
attempting to commit, or abiding or abetting in the commission 
of the kidnapping and murder of Naftali Fraenkel.
    Section 1(b) places a $5,000,000 limit on the total amount 
of rewards that may be offered.

                           IV. COST ESTIMATE

    In accordance with Rule XXVI, paragraph 11(a) of the 
Standing Rules of the Senate, the committee notes that the cost 
estimate provided by the Congressional Budget Office was not 
available for inclusion in this report. The estimate will be 
printed in either a supplemental report or the Congressional 
Record when it is available.

                   V. EVALUATION OF REGULATORY IMPACT

    Pursuant to Rule XXVI, paragraph 11(b) of the Standing 
Rules of the Senate, the committee has determined that there is 
no regulatory impact as a result of this legislation.

                      VI. CHANGES IN EXISTING LAW

    In compliance with Rule XXVI, paragraph 12 of the Standing 
Rules of the Senate, the committee has determined that there is 
no change to existing law made by the bill, as reported.
