  Mr. Ney, from the Committee on House Administration, submitted the 
                               following

                          SUPPLEMENTAL REPORT

                        [To accompany H.R. 513]

  On July 22, 2005, the Committee on House Administration filed 
House Report 109-181, Part 1, relating to H.R. 513, the ``527 
Reform Act of 2005''. In the report, erroneous language appears 
under the heading ``Committee Record Votes'' as it relates to 
the manner in which the bill was reported by the Committee. 
This supplemental report contains the correct language, as well 
as a correction to the heading for the portion of the report on 
the views of the minority.
  Strike the paragraph describing the second recorded vote and 
the accompanying table (page 12). In the next paragraph, strike 
``The Committee then voted to favorably report H.R. 513, as 
amended. The vote to report favorably was approved by a 
recorded vote (5-3).'' and insert ``The Committee then voted to 
report H.R. 513, as amended, to the House without 
recommendation by a recorded vote (5-3).''.
  At the beginning of the portion of the report on minority 
views (page 53), strike ``MINORITY VIEWS'' and insert 
``MINORITY VIEWS OF RANKING MEMBER JUANITA MILLENDER-MCDONALD, 
REPRESENTATIVE ROBERT A. BRADY, AND REPRESENTATIVE ZOE 
LOFGREN''.
