CONDEMNING RUSSIA'S PROVOCATIVE ACTIONS IN THE KERCH STRAIT AGAINST THE 
                             UKRAINIAN NAVY

  Mr. KENNEDY. Mr. President, I ask unanimous consent that the Foreign 
Relations Committee be discharged from further consideration and the 
Senate now proceed to S. Res. 709.
  The PRESIDING OFFICER. The clerk will report the resolution by title.
  The senior assistant legislative clerk read as follows:

       A resolution (S. Res. 709) condemning Russia's provocative 
     actions in the Kerch Strait against the Ukrainian navy.

  There being no objection, the committee was discharged, and the 
Senate proceeded to consider the resolution.
  Mr. KENNEDY. Mr. President, I ask unanimous consent that the 
resolution be agreed to, the preamble be agreed to, and the motions to 
reconsider be considered made and laid upon the table.
  The PRESIDING OFFICER. Without objection, it is so ordered.
