       H.R. 5946.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Congress has the power to enact the Foster Accountability, 
     Integrity, Trust, and Honor (FAITH) in Congress Act pursuant 
     to Article 1, Section 8, Clause 18, the Necessary and Proper 
     Clause. Additionally, Article 1, Section 5, Clause 2 supports 
     the ability of the House to determine the rules of its 
     proceedings and punish its Members for disorderly behavior.
