Elaine Sullivan Act - Amends title XVIII (Medicare) of the Social Security Act to require emergency departments to contact family members, a specified healthcare agent, or a surrogate decisionmaker of an incapacitated patient within 24 hours of arrival at the emergency department.
Authorizes the Secretary of Health and Human Services to make grants to qualified not-for-profit organizations for the purpose of assisting them to establish and operate voluntary next of kin registries.
