  SA 3464. Mr. MERKLEY submitted an amendment intended to be proposed 
by him to the bill S. 2296, to authorize appropriations for fiscal year 
2026 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

        At the end of subtitle D of title III, add the following:

     SEC. 334. REPORT ON USE OF 6PPD IN DESIGN AND PRODUCTION OF 
                   TIRES PROCURED BY THE DEPARTMENT OF DEFENSE.

       (a) In General.--Not later than 180 days after the date of 
     the enactment of this Act, the Secretary of Defense shall 
     submit to the Committees on Armed Services of the Senate and 
     the House of Representatives a report on the use of 6PPD in 
     the design and production of tires procured by the Department 
     of Defense.
       (b) Initiatives.--The report required by subsection (a) 
     shall include a list of initiatives of the Department of 
     Defense, if any, researching potential alternatives to 6PPD 
     in tire production.
       (c) 6PPD Defined.--In this section, the term ``6PPD'' means 
     the chemical N-(1,3-dimethylbutyl)-N'-phenyl-p-
     phenylenediamine.
