       H.R. 9388.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 8, Clause 18 of the Constitution of the 
     United States.
       The single subject of this legislation is:
       To prohibit the imposition of requirements that handguns 
     have certain features generally absent from firearms in 
     common use, and to restore the civil and natural rights of 
     Americans in States hostile to liberty, and for other 
     purposes.
