       H.R. 6098.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Pursuant to clause 7 of Rule XII of the Rules of the House 
     of Representatives, the following statement is submitted 
     regarding the specific powers granted to Congress in the 
     Constitution to enact the accompanying bill or joint 
     resolution. Congress has the power to enact this legislation 
     pursuant to the following: Article I, Section 8 of the United 
     States Constitution.
       The single subject of this legislation is:
       The Border's Unused Idle and Lying Dormant Inventory 
     Transfer (BUILD It) Act would require the federal government 
     to transfer any material associated with the construction of 
     the Southern border barrier to any state, upon request, for 
     the materials' original purpose.
