  Speaker, in each case for consideration of such provisions as fall 
           within the jurisdiction of the committee concerned

                                 A BILL


 
 To prohibit Federal funding for institutions of higher education that 
  have agreements with certain academic institutions in the People's 
 Republic of China and the Russian Federation, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Halting Academic Liaisons To Our 
Adversaries Act'' or the ``HALT Our Adversaries Act''.

SEC. 2. MODIFICATION TO INITIATIVE TO SUPPORT PROTECTION OF NATIONAL 
              SECURITY ACADEMIC RESEARCHERS FROM UNDUE INFLUENCE AND 
              OTHER SECURITY THREATS.

    (a) In General.--Clause (iii) of section 1286(c)(8)(A) of the John 
S. McCain National Defense Authorization Act for Fiscal Year 2019 (10 
U.S.C. 4001 note; Public Law 115-232) is amended--
            (1) in subclause (I), by striking ``or'' at the end; and
            (2) by adding at the end the following:
                            ``(III) to provide support to the People's 
                        Liberation Army or the Armed Forces of the 
                        Russian Federation; or''.
    (b) Prohibition on Availability of Funds.--An institution of higher 
education that maintains a contract or other agreement between the 
institution and an academic institution of the People's Republic of 
China or the Russian Federation identified on the list published under 
section 1286(c)(8)(A) of the John S. McCain National Defense 
Authorization Act for Fiscal Year 2019 (10 U.S.C. 4001 note; Public Law 
115-232) (as amended by subsection (a) of this section) shall not be 
eligible to receive Federal funds.

SEC. 3. PROHIBITION ON AVAILABILITY OF INTELLIGENCE COMMUNITY FUNDS FOR 
              CERTAIN INSTITUTIONS OF HIGHER EDUCATION.

    (a) In General.--None of the funds authorized to be appropriated or 
otherwise made available for fiscal year 2024 or any subsequent fiscal 
year for an element of the intelligence community for research, 
development, testing, and evaluation, may be provided to an institution 
of higher education that maintains a contract or other agreement with--
            (1) any entity identified as a Chinese military company 
        operating in the United States in accordance with section 1260H 
        of the National Defense Authorization Act for Fiscal Year 2021 
        (Public Law 116-283; 10 U.S.C. 113 note); or
            (2) an academic institution of the People's Republic of 
        China that maintains a relationship with such an entity.

SEC. 4. RESTRICTIONS ON INSTITUTIONS PARTNERING WITH THE PEOPLE'S 
              REPUBLIC OF CHINA.

    (a) Funding Restricted.--An institution of higher education or 
other postsecondary educational institution shall not be eligible to 
receive Federal funds (except funds under title IV of the Higher 
Education Act of 1965 (20 U.S.C. 1070 et seq.) or other Department of 
Education funds that are provided directly to students) if such 
institution has a contractual partnership in effect with an entity that 
is--
            (1) owned or controlled, directly or indirectly, by the 
        Government of the People's Republic of China; or
            (2) organized under the laws of the People's Republic of 
        China.
    (b) Restoring Eligibility.--An institution ineligible to receive 
Federal funds under subsection (a) may reestablish eligibility by--
            (1) disclosing to the Secretary of Education all 
        contractual partnerships with an entity described in subsection 
        (a) from the previous 10 years; and
            (2) providing to the Secretary of Education sufficient 
        evidence that such partnerships have been terminated.

SEC. 5. DEFINITIONS.

    In this section:
            (1) The term ``institution of higher education'' has the 
        meaning given that term in section 102 of the Higher Education 
        Act of 1965 (20 U.S.C. 1002).
            (2) The term ``intelligence community'' has the meaning 
        given that term in section 3 of the National Security Act of 
        1947 (50 U.S.C. 3003).
