   AMERICA CREATING OPPORTUNITIES FOR MANUFACTURING, PRE-EMINENCE IN 
             TECHNOLOGY, AND ECONOMIC STRENGTH ACT OF 2022

  Mr. SCHUMER. Mr. President, it is my understanding that the Senate 
has received a message from the House of Representatives to accompany 
H.R. 4521.
  The PRESIDING OFFICER. The Chair lays before the Senate a message 
from the House.
  The senior assistant legislative clerk read as follows:

       Resolved, That the House disagreed to the amendment of the 
     Senate to the bill (H.R. 4521) entitled ``An Act to provide 
     for a coordinated Federal research Initiative to ensure 
     continued United States leadership in engineering Biology.'', 
     and ask a conference with the Senate on the disagreeing votes 
     of the two Houses thereon.

  Mr. SCHUMER. Mr. President, I move that the Senate insist on its 
amendment to H.R. 4521, agree to the request of the House for 
conference, and authorize the Chair to appoint conferees on the part of 
the Senate.

       We, the undersigned Senators, in accordance with the 
     provisions of rule XXII of the Standing Rules of the Senate, 
     do hereby move to bring to a close debate on the motion to 
     insist on the Senate amendment to H.R. 4521, a bill to 
     provide for a coordinated Federal research initiative to 
     ensure continued United States leadership in engineering 
     biology, agree to the request from the House for a 
     conference, and authorize the Chair to appoint conferees on 
     behalf of the Senate.
