  SA 4977. Mr. SCHUMER submitted an amendment intended to be proposed 
by him to the bill H.R. 3076, to provide stability to and enhance the 
services of the United States Postal Service, and for other purposes; 
which was ordered to lie on the table; as follows:

     SEC. __. EFFECTIVE DATE.

  This Act shall take effect on the date that is 1 day after the date 
of enactment of this Act.

services of the United States Postal Service, and for other purposes;
