  The SPEAKER laid before the House the following communication from 
the Clerk of the House of Representatives:

       Dear Madam Speaker: I have the honor to transmit herewith a 
     scanned copy of a letter received from Ms. Amanda M. 
     Grandjean, Esq., Director of Elections and Deputy Assistant 
     Secretary of State, Ohio Office of the Secretary of State, 
     indicating that, according to the unofficial results of the 
     Special Congressional General Elections held November 2, 
     2021, the Honorable Shontel M. Brown was elected 
     Representative to Congress for the Eleventh Congressional 
     District, State of Ohio, and the Honorable Mike Carey was 
     elected Representative to Congress for the Fifteenth 
     Congressional District, State of Ohio.

       Dear Ms. Johnson: This letter is to inform you of the 
     unofficial election results from the Special Congressional 
     General Election for the unexpired terms in the 11th and 15th 
     Congressional Districts of Ohio. The results of the 
     Unofficial Canvass accompany this letter. Please note that 
     results are unofficial until the most populous county in each 
     district certifies the official results of the election. The 
     Unofficial Canvass does not include a count of qualifying 
     provisional ballots or absentee ballots postmarked the day 
     before Election Day, but not received by dose of polls.
       As noted in the unofficial results from the most populous 
     county accompanying this letter, Shontel Brown received the 
     highest number of votes in the 11th Congressional District of 
     Ohio. Additionally, as noted in the unofficial results from 
     the most populous county accompanying this letter, Mike Carey 
     received the highest number of votes in the 15th 
     Congressional District of Ohio. Of course, these results are 
     unofficial until after the Official Canvass of the election 
     is complete and a Certificate of Election is issued.
       The Official Canvass will be completed three weeks after 
     the conclusion of the election, no later than November 23, 
     2021. A recount can only be requested, or a challenge filed 
     after the Official Canvass is completed. Once the most 
     populous county in each district certifies the official 
     results, our Office will inform you of the official results 
     and any anticipated recount or challenge. Secretary LaRose 
     will then issue the Certificates of Election on December 2, 
     2021.
