section 214(a) of the Help America Vote Act of 2002 (52 U.S.C. 20944), 
the Minority Leader reappoints Dr. Philip B. Stark of Berkeley, 
California, to the U.S. Election Assistance Commission Board of 
Advisors.

  The President pro tempore (Mr. Hatch) announced that on today, 
September 24, 2018, he has signed the following enrolled bills, 
previously signed by the Speaker pro tempore (Mr. Messer) of the House:

       S. 97. An act to enable civilian research and development 
     of advanced nuclear energy technologies by private and public 
     institutions, to expand theoretical and practical knowledge 
     of nuclear physics, chemistry, and materials science, and for 
     other purposes.
       S. 2946. An act to amend title 18, United States Code, to 
     clarify the meaning of the terms ``act of war'' and ``blocked 
     asset'', and for other purposes.
