Program for Wednesday: Senate will continue consideration of the 
nomination of Mitchell Zais, of South Carolina, to be Deputy Secretary 
of Education.
  At 12 noon, Senate will vote on a motion to proceed to consideration 
of S.J. Res. 52, providing for congressional disapproval under chapter 
8 of title 5, United States Code, of the rule submitted by the Federal 
Communications Commission relating to ``Restoring Internet Freedom''.
  Following disposition of S.J. Res. 52, Senate will vote on 
confirmation of the nomination of Mitchell Zais, of South Carolina, to 
be Deputy Secretary of Education.
