  Mr. McCONNELL. Mr. President, I ask unanimous consent that the 
Committee on Commerce, Science, and Transportation be discharged from 
further consideration of H.R. 582 and the Senate proceed to its 
immediate consideration.

  The legislative clerk read as follows:

       A bill (H.R. 582) to amend the Communications Act of 1934 
     to require multi-line telephone systems to have a 
     configuration that permits users to directly initiate a call 
     to 9-1-1 without dialing any additional digit, code, prefix, 
     or post-fix, and for other purposes.

  There being no objection, the Senate proceeded to consider the bill.
  Mr. McCONNELL. Mr. President, I ask unanimous consent that the 
amendment, which is at the desk, be agreed to, the bill, as amended, be 
read a third time and passed, and the motion to reconsider be 
considered made and laid upon the table with no intervening action or 
debate.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  The amendment (No. 1921) was agreed to, as follows:

                (Purpose: To modify the effective date)

       Beginning on page 4, strike line 10 and all that follows 
     through page 5, line 2, and insert the following:
       (b) Effective Date.--The amendment made by subsection (a) 
     shall apply with respect to a multi-line telephone system 
     that is manufactured, imported, offered for first sale or 
     lease, first sold or leased, or installed after the date that 
     is 2 years after the date of the enactment of this Act.
  The amendment was ordered to be engrossed and the bill to be read a 
third time.
  The bill was read the third time.
  The bill (H.R. 582), as amended, was passed.
