        H.J. Res. 74.
        Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 8, Clause 3 (the Commerce Clause) of the 
     Constitution of the United States which grants Congress the 
     power ``To regulate Commerce with foreign Nations, and among 
     the several States, and with the Indian Tribes'' as well as 
     Article I, Section 8, Clause 18 (Necessary and Proper Clause) 
     of the Constitution of the United States which gives Congress 
     the authority to address and prevent new regulations.
