       H.R. 3819.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 8 of the United States Constitution, 
     specifically Clause 1 (related to laying and collecting 
     Taxes, and providing for the common defense and general 
     Welfare of the United States), Clause 3 (related to 
     regulation of Commerce with foreign Nations, and among the 
     several States, and with Indian Tribes), and Clause 7 
     (related to establishment of Post Offices and Post Roads).
