       H.R. 3245.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article 1, Section 8 states that: ``The Congress shall have 
     Power to lay and collect Taxes, Duties, Imposts and Excises, 
     and to pay the Debts and provide for the common Defence and 
     general Welfare of the United States.''
       Article 1, Section 9 states that: ``No Money shall be drawn 
     from the Treasury, but in Consequence of Appropriations by 
     Law.''
       These two clauses provide Congress with the ``power of the 
     purse.'' Congress has the Constitutional authority regarding 
     authorizing and appropriating Federal spending on Federal 
     government contracts.
