       H.R. 3335.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, section 8 of the United States Constitution 
     (clauses 1, 12, 13, 14, and 16), which grants Congress the 
     power to lay and collect Taxes, Duties, Imposts and Excises, 
     to pay the Debts and provide for the common Defense and 
     general Welfare of the United States; raise and support 
     Armies; to provide and maintain a Navy; to make rules for the 
     government and regulation of the land and naval forces; and 
     to provide for organizing, arming, and disciplining the 
     militia.
