                            PRESERVATION ACT

  Mr. WHITEHOUSE. I ask unanimous consent that the Senate proceed to 
the immediate consideration of H.R. 5778, which was received from the 
House.
  The PRESIDING OFFICER. The clerk will report the bill by title.

       A bill (H.R. 5778) to preserve the independence of the 
     District of Columbia Water and Sewer Authority.
