               HEROES EARNED RETIREMENT OPPORTUNITIES ACT

  Mr. SANTORUM. Mr. President, I ask unanimous consent that the 
Committee on Finance be discharged from further consideration of H.R. 
1499 and the Senate proceed to its immediate consideration.
  The PRESIDING OFFICER. Without objection, it is so ordered. The clerk 
will report the bill by title.
  The legislative clerk read as follows:

       A bill (H.R. 1499) to amend the Internal Revenue Code of 
     1986 to allow a deduction to members of the Armed Forces 
     serving in a combat zone for contributions to their 
     individual retirement plans even if the compensation on which 
     such contribution is based is excluded from gross income, and 
     for other purposes.

  There being no objection, the Senate proceeded to consider the bill.
  Mr. SANTORUM. I ask unanimous consent the amendment at the desk be 
agreed to, the bill, as amended, be read a third time and passed, the 
motion to reconsider be laid on the table, and any statements be 
printed in the Record.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  The amendment (No. 2580) was agreed to, as follows:

       On page 3, line 3, change ``December 31, 2004'' to 
     ``December 31, 2003''.
