                          ENROLLED BILL SIGNED

  The message also announced that the Speaker has signed the following 
enrolled bill:

       H.R. 192. An act to amend the Microenterprise for Self-
     Reliance Act of 2000 and the Foreign Assistance Act of 1961 
     to increase assistance for the poorest people in developing 
     countries under microenterprise assistance programs under 
     those Acts, and for other purposes.

  The enrolled bill was signed subsequently by the President pro 
tempore (Mr. Stevens).
  At 5:10 p.m., a message from the House of Representatives, delivered 
by Mr. Hays, one of its reading clerks, announced that the House has 
passed the following bill, in which it requests the concurrence of the 
Senate:

       H.R. 1474. An act to facilitate check truncation by 
     authorizing substitute checks, to foster innovation in the 
     check collection system without mandating receipt of checks 
     in electronic form, and to improve the overall efficiency of 
     the Nation's payments system, and for other purposes.

  The message also announced that the House has agreed to the following 
concurrent resolution, in which it requests the concurrence of the 
Senate:

       H. Con. Res. 190. Concurrent resolution to establish a 
     joint committee to review House and Senate rules, joint 
     rules, and other matters assuring continuing representation 
     and congressional operations for the American people.

  The message further announced that the House has passed the following 
bills, without amendment:

       S. 222. An act to approve the settlement of the water 
     rights claims of the Zuni Indian Tribe in Apache County, 
     Arizona, and for other purposes.
       S. 273. An act to provide for expeditious completion of the 
     acquisition of land owned by the State of Wyoming within the 
     boundaries of Grand Teton National Park, and for other 
     purposes.
