                        MESSAGE FROM THE SENATE

  A message from the Senate by Mr. Monahan, one of its clerks, 
announced that the Senate has passed without amendment concurrent 
resolutions of the House of the following titles:

       H. Con. Res. 448. Concurrent resolution providing for a 
     special meeting of the Congress in New York, New York, on 
     Friday, September 6, 2002, in remembrance of the victims and 
     heroes of September 11, 2001, in recognition of the courage 
     and spirit of the City of New York, and for other purposes.
       H. Con. Res. 449. Concurrent resolution providing for 
     representation by Congress at a special meeting in New York, 
     New York, on Friday, September 6, 2002.

  The message also announced that the Senate has passed a bill and a 
concurrent resolution of the following titles in which the concurrence 
of the House is requested:

       S. 2771. An act to amend the John F. Kennedy Center Act to 
     authorize the Secretary of Transportation to carry out a 
     project for construction of a plaza adjacent to the John F. 
     Kennedy Center for the Performing Arts, and for other 
     purposes.
       S. Con. Res. 132. Concurrent resolution providing for a 
     conditional adjournment or recess of the Senate and a 
     conditional adjournment of the House of Representatives.

  The message also announced that the Senate insist upon its amendment 
to the bill (H.R. 4546) ``An Act to authorize appropriations for fiscal 
year 2003 for military activities of the Department of Defense, for 
military construction, and for defense activities of the Department of 
Energy, to prescribe personnel strengths for such fiscal year for the 
Armed Forces, and for other purposes,'' requests a conference with the 
House on the disagreeing votes of the two Houses thereon, and appoints 
Mr. Levin, Mr. Kennedy, Mr. Byrd, Mr. Lieberman, Mr. Cleland, Ms. 
Landrieu, Mr. Reed, Mr. Akaka, Mr. Nelson of Florida, Mr. Nelson of 
Nebraska, Mrs. Carnahan, Mr. Dayton, Mr. Bingaman, Mr. Warner, Mr. 
Thurmond, Mr. McCain, Mr. Smith of New Hampshire, Mr. Inhofe, Mr. 
Santorum, Mr. Roberts, Mr. Allard, Mr. Hutchinson, Mr. Sessions, Ms. 
Collins, and Mr. Bunning, to be the conferees on the part of the 
Senate.
  The message also announced that pursuant to Public Law 103-227, the 
Chair, on behalf of the President pro tempore, appoints the following 
individual to the National Skill Standards Board for a term of four 
years:
  Upon the recommendation of the Republican Leader:
  Betty W. DeVinney of Tennessee, Representative of Business.
  The message also announced that pursuant to Public Law 107-171, the 
Chair, on behalf of the Republican Leader, announces the appointment of 
Mr. Robert H. Forney, of Indiana, to serve as a member of the Board of 
Trustees of the Congressional Hunger Fellows Program.
  The SPEAKER pro tempore. The Committee will resume its sitting.
