                 TEXT OF AMENDMENTS--NOVEMBER 27, 2001

  SA 2166. Mr. FEINGOLD submitted an amendment intended to be proposed 
by him to the bill H.R. 10, to provide for pension reform, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the appropriate place in the bill insert the following 
     section:

     SEC.   . COST OF LIVING ADJUSTMENT FOR MEMBERS OF CONGRESS.

       Notwithstanding any other provision of law, no adjustment 
     shall be made under section 601(a) of the Legislative 
     Reorganization Act of 1946 ( 2 U.S.C. 31) (relating to cost 
     of living adjustments for Members of Congress) during fiscal 
     year 2002.

  SA 2167. Mr. FEINGOLD submitted an amendment intended to be proposed 
by him to the bill S. 1628, to strengthen the safety net for 
agricultural producers, to enhance resource conservation and rural 
development, to provide for farm credit, agricultural research, 
nutrition, and related programs, to ensure consumers abundant food and 
fiber, and for other purposes; which was referred to the Committee on 
Agriculture, Nutrition, and Forestry, as follows:

       At the appropriate place in the bill insert the following 
     section:

     SEC.  . COST OF LIVING ADJUSTMENT FOR MEMBERS OF CONGRESS.

       Notwithstanding any other provision of law, no adjustment 
     shall be made under section 601(a) of the Legislative 
     Reorganization Act of 1946 (2 U.S.C. 31) (relating to cost of 
     living adjustments for Members of Congress) during fiscal 
     year 2002.

  SA 2168. Mr. FEINGOLD submitted an amendment intended to be proposed 
by him to the bill H.R. 3090, to provide tax incentives for economic 
recovery; which was ordered to lie on the table; as follows:

       At the appropriate place in the bill insert the following 
     section:

     SEC.  . COST OF LIVING ADJUSTMENT FOR MEMBERS OF CONGRESS.

       Notwithstanding any other provision of law, no adjustment 
     shall be made under section 601(a) of the Legislative 
     Reorganization Act of 1946 (2 U.S.C. 31) (relating to cost of 
     living adjustments for Members of Congress) during fiscal 
     year 2002.
