House passed H.R. 2888, making emergency supplemental appropriations 
for the fiscal year 2001 for additional disaster assistance, for anti-
terrorism initiatives, and for assistance in the recovery from the 
tragedy that occurred on September 11, 2001 by a yea-and-nay vote of 
422 yeas with none voting ``nay'', Roll No. 341.

to authorize the use of United States Armed Forces against those 
responsible for the recent attacks launched against the United States 
by a yea-and-nay vote of 420 yeas to 1 nay, Roll No. 342.

  Pursuant to the earlier order, the House was considered to have 
passed S.J. Res. 23, to authorize the use of United States Armed Forces 
against those responsible for the recent attacks launched against the 
United States. H.J. Res. 64 was then laid on the table.

  Rejected the Tierney motion by voice vote to recommit the joint 
resolution to the Committee on International Relations with 
instructions to report it back to the House forthwith with an amendment 
that requires a report from the President at least once every 60 days.

unanimous consent order that provided that upon passage, the House

condemning any price gouging with respect to motor fuels during the 
hours and days after the terrorist acts of September 11, 2001.

House passed S. 1424, to amend the Immigration and Nationality Act to 
provide permanent authority for the admission of ``S'' visa non-
immigrants--clearing the measure for the President.

Terrorist Victims Flag Memorial Resolution: The House agreed to H. Res. 
239, providing Capitol-flown flags to each surviving victim, and the 
family of each deceased victim, of the terrorist attacks which occurred 
on September 11, 2001.

Presidential Message--Terrorist Attacks: Read a message from the 
President wherein he reported that he exercised his authority to 
declare a national emergency by reason of the terrorist attacks at the 
World Trade Center and the Pentagon and the continuing and immediate 
threat of further attacks on the United States. He further authorized 
the Secretary of Defense and the Secretary of Transportation with 
respect to the Coast Guard to order to active duty units and individual 
members not assigned to units of the Ready Reserve to perform such 
missions as may be necessary--referred to the Committees on 
International Relations and Armed Services and ordered printed (H. Doc. 
107-118).
