  The ACTING PRESIDENT pro tempore. Under the previous order, 
leadership time is reserved.

Brownback.
  Mr. BROWNBACK. Mr. President, I believe under a previous agreement I 
have 15 minutes allocated to me; is that correct?
  The ACTING PRESIDENT pro tempore. The Senator was to have until 
10:15. It is now 10:12.
  Mr. BROWNBACK. Mr. President, I ask unanimous consent that I be 
allowed to speak for up to 15 minutes as in morning business.
  The ACTING PRESIDENT pro tempore. Is there objection?
  Mr. DURBIN. Reserving the right to object, and I will not object, but 
I want to reserve 15 minutes in morning business after Senator 
Brownback.
