NATIONAL AERONAUTICS AND SPACE ADMINISTRATION AUTHORIZATION ACT OF 1999

  Mr. DOMENICI. Mr. President, I ask unanimous consent that the Senate 
now proceed to consideration of Calendar No. 208, H.R. 1654.
  The PRESIDING OFFICER. The clerk will report the bill by title.

       A bill (H.R. 1654) to authorize appropriations for the 
     National Aeronautics and Space Administration for fiscal 
     years 2000, 2001, and 2002, and for other purposes.

  There being no objection, the Senate proceeded to consider the bill.

     proposes an amendment numbered 2542.

  Mr. DOMENICI. Mr. President, I ask unanimous consent that the 
amendment be agreed to, the bill be considered read the third time, 
passed, as amended, the motion to reconsider be laid upon the table, 
and that any statements relating to the bill be printed in the Record. 
I further ask unanimous consent that the Senate insist on its 
amendment, request a conference with the House, and the Chair be 
authorized to appoint conferees on the part of the Senate.

  The bill (H.R. 1654), as amended, was read the third time and passed.
