  Mr. MURKOWSKI. Mr. President, for the information of the Senate, on 
Tuesday, June 22, 1999, the Committee on Energy and Natural Resources, 
the Committee on Armed Services, the Committee on Governmental Affairs, 
and the Select Committee on Intelligence will hold a joint hearing to 
receive testimony from the President's Foreign Intelligence Advisory 
Board regarding its report to the President: Science at Its Best; 
Security at Its Worst: A Report on Security Problems at the U.S. 
Department of Energy. The hearing will be held in room 106 of the 
Dirksen Senate Office Building, and will begin at 9:30 a.m.

  Mr. MURKOWSKI. Mr. President, I would like to announce for the 
information of the Senate and the public that a hearing has been 
scheduled before the Energy and Natural Resources Committee.
  The purpose of the hearing is to explore the effectiveness of 
existing federal and industry efforts to promote distributed generating 
technologies, including solar, wind, fuel cells and microturbines, as 
well as regulatory and other barriers to their widespread use.
  The hearing will take place on Tuesday, June 22, 1999, at 2:30 p.m., 
in room SD-366 of the Dirksen Senate Office Building in Washington, DC.
  Because of the limited time available for the hearing, witnesses may 
testify by invitation only. However, those wishing to submit written 
testimony for the hearing record should send two copies of their 
testimony to the Subcommittee on Energy Research, Development, 
Production and Regulation, Committee on Energy and Natural Resources, 
U.S. Senate, 364 Dirksen Senate Office Building, Washington, DC, 20510-

Industry Act, S. 516, the Electric Utility Restructuring Empowerment 
and Competitiveness Act of 1999, and S. 1047, the Comprehensive 
Electricity Competition Act. The hearings will be held in room 216 of 
the Hart Senate Office Building, and will begin at 9:30 a.m. For
