                 ORDERS FOR TUESDAY, FEBRUARY 23, 1999

  Mr. ALLARD. Mr. President, I ask unanimous consent that when the 
Senate completes its business today, it stand in adjournment until 
10:30 a.m. on Tuesday, February 23. I further ask that on Tuesday 
immediately following the prayer, the Journal of proceedings be 
approved to date, the morning hour be deemed to have expired, and the 
time for the two leaders be reserved. I ask unanimous consent that 
there then be a period of morning business until 11 a.m. with Senator 
Smith of New Hampshire recognized for up to 20 minutes, and Senator 
Durbin recognized for up to 10 minutes. I further ask consent that at 
11 a.m. the Senate then resume consideration of S. 4, the Soldiers', 
Sailors', Airmen's, and Marines' Bill of Rights Act of 1999.

  Mr. ALLARD. I further ask unanimous consent that the Senate stand in 
recess on Tuesday from 12 noon until 2:15 p.m. to allow the weekly
