  Mr. COATS. Mr. President, I ask unanimous consent that when the 
Senate completes its business today, it stand in recess until 10 a.m. 
on Friday, September 4, for a pro forma session only. I further ask 
that the Senate then stand in recess until 10:30 a.m. on Tuesday, 
September 8. Further, I ask unanimous consent that when the Senate 
reconvenes on Tuesday, immediately following the prayer, there be a 
period of morning business until 12:30 p.m., divided among several 
Members as follows: The time from 10:30 to 11:30 a.m. under the control 
of Senator Daschle or his designee, the time from 11:30 a.m. to 12:30 
p.m. equally divided between Senators Hatch and Grassley.

  Mr. COATS. Mr. President, I further ask unanimous consent that on 
Tuesday the Senate stand in recess from 12:30 until 2:15 p.m. to allow 
the weekly party caucuses to meet.

  Mr. COATS. Mr. President, finally, I ask unanimous consent that the 
cloture votes with respect to the motions to proceed to the missile 
defense bill and the Consumer Bankruptcy Protection Act occur on 
Wednesday, September 9, under the provisions of rule XXII.
