the District of Columbia Self-Government and Governmental 
Reorganization Act to permit the Council of the District of Columbia to

facilities. Agreed to the Davis technical amendment in the nature of a 
substitute.

ayes to 286 noes, Roll No. 284, the House failed to pass H.J. Res. 182, 
disapproving the extension of nondiscriminatory treatment (most-
