  Messrs. LINDER, TIAHRT, and MOLLOHAN changed their vote from ``nay'' 
to ``yea''.
  So (two-thirds having voted in favor thereof) the rules were 
suspended and the bill, as amended, was passed.
  The title of the bill was amended so as to read: ``A bill to 
designate the Federal building and United States courthouse located at 
235 North Washington Avenue in Scranton, Pennsylvania, as the `William 
J. Nealon Federal Building and United States Courthouse'.''.
  A motion to reconsider was laid on the table.
