               AUTHORIZING THE USE OF THE CAPITOL ROTUNDA

  Mr. BURNS. Mr. President, I ask unanimous consent that the Senate 
proceed to Senate Concurrent Resolution 45, submitted earlier by 
Senators Dole and Helms.
  The PRESIDING OFFICER. The clerk will report.
  The assistant legislative clerk read as follows:.

       A concurrent resolution (S. Con. Res. 45) authorizing the 
     use of the Capitol rotunda on May 2d, 1996, for the 
     presentation of the Congressional Gold Medal to Reverend and 
     Mrs. Billy Graham.

  There being no objection, the Senate proceeded to consider the 
concurrent resolution.
  Mr. BURNS. Mr. President, I ask unanimous consent that the concurrent 
resolution be considered and agreed to, the motion to reconsider be 
laid upon the table, and that any statements relating to the concurrent 
resolution appear in the appropriate place in the Record.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  So the concurrent resolution (S. Con. Res. 45) was agreed to, as 
follows:

                            S. Con. Res. 45

       Resolved by the Senate (the House of Representatives 
     concurring), That the rotunda of the United States Capitol is 
     hereby authorized to be used on May 2, 1996, at 2 o'clock 
     post meridian, for the presentation of the Congressional Gold 
     Medal to Reverend and Mrs. Billy Graham. Physical 
     preparations for the conduct of the ceremony shall be carried 
     out in accordance with such conditions as may be prescribed 
     by the Architect of the Capitol.
