Amendment requires the Secretary of Health and Human Services to undertake a management reform initiative.
AMENDMENT PURPOSE:
An amendment numbered 7 printed in House Report 109-229 to direct the Secretary of HHS to undergo a management reform initiative. Requires HHS to utilize an outside management consulting firm to recommend and support the implementation of internal reforms to improve the Head Start Bureau's operational effectiveness.
